What are the max outputs on each rail? The PSU is very likely to be weak.

I had a similar problem when using this motherboard. Sometimes I'd have to switch the power on and off four or five times before anything happened. In the end I took it back and swapped it for a Gigabyte board which works perfectly. I did read somewhere that certain revisions of this board are very fussy about memory and power supplies. Good luck!
