Why is GPU slower than it should?

OS: Windows XP
CPU/Ram: 2500+/1024

I have a GeForce FX5200. It runs at 250mhz core and 332mhz memory clock.
But when I look at the companys homepage (www.sparkle.com.tw) it says that card should run in 400mhz mem clock.

I'm not sure if it has anything to do with additional power supply, but I don't think so...

What could be the cause?

Download the new drivrs that alow u to overclock I think thier detonater or something and u can raise it. My 5200 is set at 340 core and 450 memory its a regular not an ultra good luck..
