Why does my fan run constantly in safe mode?

Specs: Windows Vista
The fan on my computer runs constantly while in safe mode, but runs normally otherwise. I've checked my CPU output and the only things running are my virus scan, firefox and systemidleprocess, but it will do the same thing even if firefox and virus scan aren't running. I noticed this a few days ago because I thought my computer was infected and ran safe mode, and it's done the same thing on every subsequent safe mode start. Any suggestions?

It's probably the video card fan. On most modern video cards, fan speed is controlled by the video driver. Windows Safe Mode doesn't load the video driver, so the fan runs at its highest, "safest" speed.
