Both processors are good but i7 950 is better.

What do you mean by efficient? They're both 130W CPUs.

Let me ask this then will a faster speed with less L2 cache in the i7-950 function better than with a little less speed and 8 times the L2 cache as in the i7-930?

How effective the extra cache is dependent on what you are doing.

A database application with lots of disk activity wont benefit much. But a mathematical application doing lots of number crunching will. But then a number crunching application will also benefit from the faster CPU while a database application wont.

It is impossible to say which s faster without doing some real world tests with different types of applications.

they both have the same cache 8MB... The difference is purely speed.

You have to be a little bit crazy to keep you from going insane.
