That depends on the rest of the system. To get the best gaming performance you need a well balanced system to avoid bottlenecks who cut into it.
If you have a slower graphic card the CPU needs to do more work and a fast one can help in that case. On the other hand a good graphic card can also help if you have an older CPU. For example I have an Athlon TBird 1,2@1,33GHz and thanks to my FX5900XT graphic card I'm still able to play games at high graphic setting in which I barely have the minimal CPU requirements.

In your case I think the 192MB Ram are quite low for Windows XP. I know it works with 256MB but 512MB Ram would be better and make it run faster!

I have run XP on 192MB SDRAM, its possible and ok if all animation crap is turned off. But surely its no gamer.

A good video card with even a moderate CPU makes more sense than sheer fast CPU. The games will be written to use instructions of gpu along with general cpu instruction.

In theory if a game is written to use only the system CPU then the fastest CPU is the way to. If a game is written to use only the graphics processor then the best thing would be to buy the fastest most versatile vid card.

it would be best if game makers make their own video card that would be so specific to that game that it would run that game beautifully LOL - kidding :D

Good Luck and Happy Computing,
