Weird CPU problem

OS: Windows XP SP2
CPU/Ram: 2.80 GHz / 1GB

I've notice this weird thing happening to my pc...it's been 3 days since I upgraded my pc from 2.40Ghz to a 2.80GHz cpu before that the properties of my pc showed a 2.40Ghz cpu but now it says that I have a 1.40Ghz instead of a 2.80 I want to know if theres something keepin my cpu from running at its max capacity...and yes its running like it's 1.40Ghz.

The board does not have native Enhanced Intel Speedstep Technology It runs at a low 1.6Ghz. I am looking for a board that has the dynamic vid and enhanced speedstep technology. I have not yet found a desktop board.

what is your CPU? i assume it is pentium4.
maybe your fsb have been decreased to 100MHZ?
14*200 = 2.8GHZ but it runs at
14*100 = 1.4GHZ

Try going into BIOS and checking your FSB and make sure it is on the correct FSB. The multiplier is usually correct so you should just check the FSB and make sure it is at the correct specs.
