Weird Boot-Up

I recently bought some parts for my new PC, assembled the motherboard + processor + cpu heatsink, psu, video card(HiS 2900 Radeon Pro), sata hard drive, cd-rom, and RAM.

When I boot up the computer, it would start up quietly for 4-5 seconds, then completely shut off, then starts again after another 4-5 seconds. Is this normal?

the motherboard is MSI Platinum P35, with a Intel Core 2 Duo E6750 Processor.

I just had this problem with a very similar set-up (MSI mobo and core 2 duo processor). My advice is RMA as fast as you can. Lately I've gotten nothing but crappy MSI boards which is sad cuz I dig their boards.

I was able to successfully run the computer in spite of the momentary reboots but something isn't right. Try a different brand.
