I am running a p4 3.4 prescot and the idle temp is running at about 68-74 C. When i do anything like install something or boot up it jumps up to 86-91 C.
My System:
ASUS P5AD2-e Delux Motherboard
Intel P4 3.4 Prescot
XFX 128mb Nvidia Dual DVI out
1 Gig Ram
160 Gb Maxtor HD
I am using a 600w Power Supply
I have 3 case fans two in the side blowing in and 1 in the back blowing out.
I am running a Thermaltake Jungle 512 Heatsync and Fan.Is there something that anyone can sugest to help me get my temp down?

Those temps are way too high, did you install the heatsink correctly? Did you put on some thermal compound on the cpu?
Btw, it would be better if two fans blow air out and one in.

"it would be better if two fans blow air out and one in."
Incorrect. The PSU acts as an exhaust fan, so the way he has it is correct...2 intake & 2 exhaust.
I'm not an Intel guy, but I've seen reviews of the Jungle 512 & they were not good. It was called "mediocre" & a "disappointment" & it does not cool as well as the stock Intel HSF. Not only that, but it said that it's much louder. If you have the stock HSF, I suggest you try it. Otherwise, try removing the Thermaltake, thoroughly clean off the old thermal material, & apply a fresh layer of paste.

if you want a good heatsink my friend has one of the turbine heatsinks. he says it lowered his cpu 5degrees c.

I have never heard of thermal paste. And I know that i did not use it. Where would i get something like that?

The thermal paste transfers heat between the cpu and heatsink. Since you did not use any, the heat is not "moving" as it sould to the heatsink.
Get some arctic silver 5 and spread a thin layer on the cpu and install the heatsink.http://www.arcticsilver.com/as5.htm#s5rev

make sure you do a "burn in". if you don't know what that is. it is a simple process. run prime95 for about 4 or 5 hours and your system should run better(cooler) than when you first intslled the new thermal paste. this is not garuneed. just advice i've gotten.

I got some new goup and now my computer will not power on for more than 20 seconds. Now what?

i am using the thermaltake jungle 512 and it's doing a fairly decent job on my overclock...at idle to 50%, the heatsink is pretty cool to the touch...100%, it get fairly warm, but not scorching hot
