upgraded processor dont pc dont boot

Specs: Windows XP, pentium d 950 / 4gb ram
i have a dell optiplex gx620 4gb ram with chip set i945p and bios a11 Pentium 4ht this should run with a Pentium d 950 processor but it does not work all i get is the fan spinning full speed and orange lights flashing! anyone know what im doing wrong? any info is much appreciated!

1st thought - BIOS does not support that processor.
2nd - bad processor or not large enough power supply.

Does it still work with the original processor? Did the new processor work in another system?

Dell is known for making systems that cannot be processor upgraded for economical reasons (low cost). Multi-processor support requires more investment in the BIOS development and supporting components.

acording to dell,s site the opteplex gx620 does suport it intel d8** and 9** processor.
the bios has to be a11 other people on the site have fitted one straight in no probs i have tried two and neither work.
the only thing that im unsure of in the specs is the chip set there are many different chip sets some support core duo but i cant find mine specifically i945p! i945g is supported and people have mentioned they are flying with Intel d8** and d9** with this chip set.
mine is hire alphabetically so i assumed it would also support Intel d950 how much different's can the last letter of the chip set make?
could it be bad contact with the heat sink?
how can i find out if the voltage is wrong? thanks for your help :)

yes my old processor still works the pc runs lovely just not with the Intel d950 :(
