why system properties in XP sees AMD Athlon xp3400 as an xp2700+ ? Is the BIOS Biostar settings wrong? Please advise... the thing runs at 2700 instead of 3400... what can I do? Flash bios? Never done one!!!

There is no such thing as an Athlon XP3400. The fastest AXP is the 3200+ which runs at 2.2GHz (11 x 200MHz). The 2700+ runs at 2.167GHz (13 x 166Mhz). You need to clarify what you have.
