too hot - too low power from PSU?

OS: only bios
CPU/Ram: amd 2Ghz BOX+256mb DDR 40

i have this problem> firstly i replaced the CPU (thought it might be this problem - just after inserting CPU into socket and adding FAN to it> bios announced me that cmos and memory is wrongly set up, even CPU was wrong and the temperature! 60-90C... after that no more post was made...)so i yesterday buy new CPU> AMD 2Ghz with original FAN, i changed even the mainboard, but after set up and some minor changes in bios, freq. was OK, but the temperature raised again - 60-80C!!!
i have fortron 300w PSU, 256mb DDR 400, amd 2Ghz BOX, inno3D 128bit AGP...what is the real CPU voltage/ratio settings?
help, anyone know? thx for every advice

Did you apply any thermal paste between CPU and heatsink? Is your CPU fan spinning? What's your set Vcore? Without much info about your mobos and CPUs, not much help is going to be offered.
Your PSU has nothing to do with your high temp.

0. Is your 2000+ thorton, tbred or a palomino core? (Shouldn't matter much)

1. Are you running the CPU @ clock (1666MHz) or higher right now?

2. Have you tried a windows temp reporting tool as well?

no thermal paste was used. my first fan was coolmaster CP5-6J31C (recommended processor by AMD), now i have this amd original box...
cpu clock is set up to 133Mhz.
how do i know which core do i have?

You can download a hardware report tool like EVEREST Home Edition or remove the CPU to decipher the markings on it.

Also try a thermal paste like AS5 and use this to actually have an idea of your power needs.

You have to use some sort of thermal material, either a pad or paste. You said you used no paste...was there a pad preinstalled on the bottom of the HSF or did you install it "bare"? If there's no material between the CPU & HSF, that's why you're temps are so high! Try Radio Shack's "heatsink grease" for $1.99 rather than AC-5 for $10

Assuming that you're gonna remove the HSF & apply paste, remove the CPU & copy the numbers off the tag. Since there's no 2GHZ CPU, I have to guess you mean a XP2000+? Actually, although there are 4 possibilties, but they're all clocked the same, 12.5 x 133mhz (1667mhz)

AX2000DMT3C - Palomino @ 1.75v
AXDA2000DKT3C - Tbred @ 1.65v
AXDA2000DUT3C - Tbred @ 1.60v
AXDC2000DKV3C - Thorton @ 1.60

...there is no spoon...

oh no! i removed the heatsink, deposit the thermal paste made by titan, add a box, connect fan pins on mainboard...NO MORE POWER! fans are turning on...but that is all, no POST - no settings... Remeber, this is my second CPU and second mainboard!!! various CPUs with various mainbards - same problem: how is it possible?! i am starting to be nervous... any idea? thx again!
