I am looking to buy components for a new computer. Bear with me here--I'm kind of a newbie at building, but I've decided it's the best way to go so that I know what I'm getting for my money. I'm looking at an ASUS P4C800 Deluxe with a 2.8GHz with an 800 MHz front side bus and 512 MB (2x256 MB) PC3700 Corsair XMS memory. I am also looking at an ATI 9800 chipset video card. My question is about the processor--is there any difference between the processor I have listed and the same denoted as "2.8'C' GHz"? Any help would be appreciated.

Nope no difference. The c stands for the stepping of the cpu...

The 533mhz FSB cpu's are B stepping so it's called a 2.8b.

The 800mhz FSB cpu's are C stepping so it's called a 2.8c

Very simple one you get it.

C means 800 mhz fsb and HT technology. B means fsb 533mhz and no HT unless 3.06 ghz. Your cpu is 2.8C

This is how I see the coding:

2A, 2.4A etc are for 400 Mhz FSB
2.4B 2.53B are 533 Mhz FSB

The BO stepping were for Northwood chip made from 1.8 to 2.4 with 1.5 Volt.
Beginning 2.53, 2.66, 2.80 are C1 stepping with 1.525 Volt.
All 800Mhz P4s' are D1 stepping with HT.

The link above lists all stepping code by s-Spec. If you have the 2.8 800mhz, the stepping code is D1, while the 2.8 533mhz is C1 stepping.
