From my understanding it is supposed to reduce the effects of EMI (Electromagnetic Interference) caused by other system comonents.

If you overclock disable Spectrum Spread, slight voltage change +-% allowance would affect system stability. If you don't overlock, it does not matter much. Enable it when you experience EMI.
