My Computer has 512 Megs of Ram, but it is PC 133 Ram and it runs very slow is there any way that I could overclock my RAM to around 233 MHZ.

The easy answer is NO, you can't o/c PC133 that much.
But if your system is running slow, I doubt it's caused by the RAM...I have a similar setup..XP1800+, 512mb PC133, WinXP Pro, & it runs great...I have the FSB bumped up a little (140mhz), but it doesn't account for a noticeable difference...I only do it because I can...lol.
Post more about your system & maybe someone will come up with why it's running slow. What mobo do you have? Videocard?

Normally, you can run PC133 RAM at 143Mhz at CL3, and some high quality modules can run at 150Mhz CL3, best of the best can run at 166Mhz CL3. I have 3 stick of 128MB PC100 CL2 RAM. They run fine under 140Mhz CL3, cause they are all top of the line memory modules.

Check the speed settings in Bios. I've seen a lot computers where the ram worked with only 100MHz because it's the default setting of the board.
You should also check the CAS settings and try the CL2 settings.BTW:
Check all your bios settings. If your system is that slow something may be wrong there.
But it can also be a software problem with XP!

The Problem is I have a Dell 2300 and the Bios is locked for settings like that is there any tool out there that will do it for you.

I'm not a fan of Dell systems...but what makes you think your system is slow & why do you think it's caused by your RAM? You can't compare a Dell to a "real" computer...are you comparing the speed to another Dell system of the same type?

Accually I am comparing it to one of the most cheap built computers on the Market..The E Machine. It is only Running 96 Megs Of RAM but, it is DDR and you can tell the differance when you are working in Memory intensive applications compared to when you use the same Apps on my computer.
