slow laptop.. underclocked or crap?

i have a vaio laptop that i am reformatting for my mom, because she said it had been slow.
well, i got it reformatted, and it's still pretty slow. i went to the properties of my computer and saw this.
what's that 335mhz represent?

Laptops vary the CPU speed based on load...this is done to keep the temperature down & the battery life up. It doesn't run at full speed (2.8GHz?) all the time, if it did, it would suck the life out of the battery.
