I have a dual core processor, can I shut one down, will it act like a regular core ?

no you can't shut it down. It isn't hyperthreading.

install windows 98, then it won't able to support dual-core...

Laptops have the option to shut down one of the cores when not needed, in order to save battery power. I'm not sure about desktops. (I know for sure that my AMD 4800 doesn't let me shut down one of its cores, but the Pentium D may be different)
