I got worried that I put the heatsink that came with my new P4 2.80GHz chip on wrong so I removed it to check(Have not yet used the CPU). It was on right but when I removed it some of the thermal patch stayed on the CPU. Do I need to remove it and use thermal paste or can I put the sink back on?

Put in back on in the same orientation. No problem. You cannot put P4 Stock Heatsink on wrong, unless you break it.

Hmmm...tough call...since you never subjected the CPU/thermal pad to heat, it should be OK to reuse...it would depend on how badly it's disfigured.

If you're worried, play it safe & get some paste...Radio Shack sells "heatsink compound" for less than $2...apply it as per these instructions:

You don't need to worry about the thermal pad as long as you put in back on the same orientation.

I've done this with P4 over 10 times and did not change the thermal charactistic.
