red led flickering on motherboard

Specs: Windows xp, 256 ram
i was defragging my computer, but it then died and when i took it apart and it was covered in dust so i tried to clean it out with a vaccuum cleaner. when i out it back together there is no power. the cpu fan spins, but the computer will not start, all that happens is there is a red led on the mobo number r195. any help would be good.

1. defragging should not kill a computer

2. a vacuum should NEVER be used on electronic components because of the possibility of ESD (ElectroStatic Discharge)

3. the model number is NOT r195

4. your problem has nothing to do with overclocking or CPUs - try posting your questions in correct forum, how about Hardware?
