I shall be getting a complete computer and I need some help in choosing which processor/speed should I be aiming for. I will be using XP Home with 2G RAM. I use my computer for office stuff, surfing, Photoshop and watching videos. I don't play games. Do I need a really fast one because getting a slower one will keep the cost down.

Like I said in the XP forum, we need to know whether you're going with AMD or Intel. There are dozens of CPUs to choose from from both. Are you building the system or buying it pre-built? A low end Intel Core 2 Duo E4600 Allendale (2.4GHz) sells for about $120, but a low end AMD A64 X2 4200+ Brisbane (2.2GHz) sells for less than 1/2 that much...about $57.

It will be a complete off the shelf unit. AMD or Intel I've no idea, that's what I'm asking given my requirements in my original post.

Intel has the performance crown right now but AMD has the value crown. You really can't go wrong with both. If you are looking to cut cost get an AMD system. You can get an AMD system and put the rest of the money that you would save towards a graphics card. A decent graphics card will help grealty with photoshop. Don't get stuck with an IGP.
