processor gone from 600mhz to 450mh

if it is a slot1 system check to see if there are jumper settings on the board. some have them, some dont. whether its a slot or socket or whatever i would check the bios as well and make sure it has the multiplier where it should be.

What has changed on the system, or should I say what did you do lately to the system. Regardless of which PIII (600, 600B, 600E, 600EB) that you've got your default multiplier is either 6x (600 & 600E @ 100MHz) or 4.5 (600B & 600EB @ 133Mhz).
And since your CPU is running at 450MHz, the FSB has changed from 133MHz to 100MHz. Go into the BIOS & change it back

i added another 128mb sdram chip to the existing one.It was then that i noticed the cpu size had diminished. The ram chips are both 100mhz.(the ram is now 255mb according to comp props)Although entering the "bios set up" i can't find the facility to change the fsb speed on my pc.there is no setting under advanced chip set setup. I have an MSI 6183 mobo.

Looke to me like the board realised that the new Ram only supports 100MHz and automatically switched the FSB back. With a 100MHz CPU you also should use 133MHz Ram. With the experiences I made a lot of 100MHz SD Ram also worked at 133MHz but not all do!
Try to remove the newer Ram and see if you're back at 133MHz!
