There will be some fan noise but not alot. if there is too much noise the fans my be on the way out.Tap the fan at bthe back of the power supply to see if it stops or changes sound. I had 2 powermaxs with fans that stoped working after making noise they where only 2 weeks old.
It seems like not the fan, the noise dont stop when I stop the fan also the fan speed is only 1950 rpms

maybe it's something else, like the cpu fan? My PSU doesn't make much noise...I barely even notice its fan. My intake and exhaust fans are connected to the turbo button...if i push it in, they speed up. On slow mode, the computer is so quiet that I even forget it's on (well, not that quiet...there's still a very faint humm, but you have to listen for it)
