I recently picked up a 2400+ mobile Barton. It's currently running at 2.2GHz (11 x 200MHz) on an ASUS nForce2 board with 2 x 512MB PC3200. I've haven't taken the time to dial in all the settings yet, but I have no doubt I'll get it up to 2.5GHz

You keep asking about overclocking this thing & saying you're gonna upgrade the PSU. It may not be necessary at all. You seemed to be reluctant to increase the CPU voltage. All CPUs are not created equal...some 2500+ CPUs will easily overclock to 2.2GHz w/o a vcore increase, & some have to be jacked up. 1.7v simply may not be enough for your CPU, plus there's always the possibility that the board undervolts slightly.
What brand is your current PSU? How many amps are on the +12v rail? If you don't, open the case & look at the label on the side of the PSU.
If you decide to upgrade the PSU, here's some advice...don't cheap out. If you don't spend at least $40, you're probably gonna end up with a piece of crap. Here's a decent PSU at newegg that has a $10 rebate involved:

i still have the barton 2500 i bought about 2 years ago but my computer refuses to acqknowledge that it is anything other than a 3200 ;) i just up'ed the fsb to 200 w/a better heat sink and its been running extremeley stable at that for about 2 years now. went through a faze where i had it at like 2.32ghz for a while, no voltage tweaks (still stable ^_^) but overclocked to much and had to reset the cmos =(

Still have my 2500+ mobile.
Running at 210x11 at the mo. Rock steady and cool as you like.
Summary: It would help if we knew the make/model of your board...since you mentioned DIP switches, my guess would be Gigabyte? If you do have a 2500+, your multiplier is locked anyway....if you wanna overclock...
Summary: kerodude, IMO, water cooling isn't worth it...it's expensive, requires a fair amount of maintenance, & isn't any better than a decent air-cooled setup. My overclocked 1800+ is currently idling at 26C...
Summary: This has been discussed many times before...there is little or no advantage to running dual channel on the socket A platform. The way the architecture is designed, your memory bandwidth cannot exceed ...
