Possible CPU Overheat Problem

I've been having problems with my computer, and it runs an AMD Athlon 1800+. When the computer is on for a certain period of time (mabye 2 hours or longer), and you shut it down and reboot, it won't boot up.
The computer refuses to boot up sometimes hours later, and it seems like it needs to cool down before being able to boot up again. We took it over to the guy who built it, and he installed another fan, but no change.
Is it a heat problem? What can I do to solve this problem?

sounds like a motherboard problem to me, possibly a CPU overheat by incorrect installation of the CPU or heatsink. I would have to say the motherboard to be the most likely, try to get some BIOS updates.
