PLL-IC detection?

Hi everyone, I am lookinig to underclock my laptop to increase battery time and cooling while not plugged into ac power. I have no speedstep on this dell inspiron 3800 500MHz celery, so undereclocking is about my only option to TRULY increase battery life. I know how to overclock/underclock, but i don't know my pll-ic or mobo type. I DO, however, know my pll values. So here's my question: Does anyone know of any tools to really increase battery life, or of any tools which can convert pll values (from cpucool) into the actual pll number? Or better yet of a ocing proggy that doen't need pll vales or mobo type (perhaps that can auto-detect them)?
Summary: I have a mercury KOB P4M266 NDFSMX motherboard with VIA VT8751 chipset and p4 1.5 ghz.I cannot increase anything from the bios as it sets back to default.Softwares like speedfan,softfsb don't work....
