I am fixing an old pentium II 400 mhz comptuer for my friend. its a dell i believe, anyway, I want to get one of those Evergreen Technologies processor upgrade kits, so he would have a celeron 1.0ghz instead of the pentium II. But, i was under the impression that the bus multiplier settings were locked into the motherboard, making it so that even if i put in a new processor, it would still run at the same speed. Everything on evergreens site says otherwise... if i got one of these, would the computer actually detect the new cpu settings and apply them?

You're gonna have to do some leg work on this one.
1) Verify that your motherboard can take the faster CPU. You may need to do a BIOS upgrade.
2) The motherboard might auto-detect the new CPU and set the FSB and multiplier automatically. Worst case, you would need to find the manual for the motherboard online and switch Dip switches on the motherboard. (Sometimes the computer manufacturer will place a label inside the case indicating dip switch settings.)
3) Before I bought the Evergreen chip I would try to find a used Pentium III chip... after I verified whether or not my motherboard could take it. (Again, this may require a BIOS update.)

yeah and you have to make sure the motherboard front side bus speed matches with 1.0 celeron cpu you are getting.

A slot 1 P2 upgraded to a socket 370 celly 1000?
You would need a slocket adaptor to do this and even this it is not guaranteed to work. If I was you I would sell the P2 400 and buy a Pentium 3 650 or if you can find one, an 800 - the 100 MHz FSB ones are quite rare. Even the Katmai P3's offered far better performance than even the P2 450 with almost every operation.
Try and do a bit of reseach on your motherboard. Look for any markings around the edges and do a google search. Try and find a forum with other users of the same motherboard if you can.

Actually, from what ive read, the Evergreen has some extra stuff on it besides a normal 1ghz celly chip and a sloket. Kindof like the overdrive chips of old.
