My brand new computer is acting up. A lot. I'm having some serious problems with stuttering. I play music and, within 30 seconds, it'll stop for a length of time between 1 and 10 seconds. Not repeat, STOP. For games, I am having the same problem. Doesn't really matter what I am playing (HL2, Doom3, DoW, Morrowind, whatever) it'll stutter. Heck, it even stutters when it isn't doing anything overly strenous, like surfing the web!
Here's what I've got, hardware wise:
P4 3GHZ Processor
1 Gig DDR Ram
Windows XP HE with SP2 installed
Radeon 9550 (the one with 256 megs of DDR) - latest drivers
SB Live! 24bit
LG DVD/RW
P4P800S-X MotherboardAnd it's running on a network with one other computer.
Anything else you need to know?

Uninstall the sound card drivers. Then reinstall them.

maybe a PSU problem? Or maybe the voltages on your board are set up too low.
i lowered the voltages on my p4p800 deluxe, and i started experiencing a stutter effect every 10 mins or so (my pc's overclocked, but i lowered the voltages to see if i could get by with less). Maybe if your PSU isn't up to par, it's not giving the voltages that it should be giving

This question maybe irrelavent but is the full installation of the game on your computer or the networked computer?
