PC Does not Boot

Model/Manufacturer: EMachines/T1220
Comment:
I have a second computer for my wife that does not boot or does not indicate any Hard Drive activity (light is steady and I hear no activity, I also can't open the CD drive). The monitor displays nothing. I can't use the on/off button to turn the computer off. I have to use the plug. The processor fan does not run. I have measured the power supply voltages and they seem to be fine. My thoughts are the processor is bad. How can I confirm this?

Voltage is one thing, amperage is another. You may be getting a reading of +12v but if it's only at 0.1 amp, it's certainly not gonna be enough to fire up a system

If all your voltages and amperage are fine,the other reason for your system not starting up could because of a faulty SMPS..U gotta have it fixed or replaced...
