PC 3500 wont clock past 200mhz?

i just purchased pc3500 twin 1gig sticks from corsair and my machine wont boot until i put the ratio down to where the RAM sits at 200mhz, my FSB is 250mhz and everything else runs fine. my older pc3200 was clocked in sync at 250mhz for a while and ran ok, although i didn't want to leave it clocked that high for a long time. Is it possible i need to up my Dram voltage in order to get that Pc3500 to clock properly? Or is it just one of those wierd incompatabilties between board and ram. i'm running a dfi lan party board socket 939 athlon 3000+
