Pagefile won`t increase

When watching DVDs or even using Word, my CPU usage jumps to 100%. I`ve set the pagefile size to 720 min, but it still starts at 180ish, and increases slowely or not at all. At 100% max CPU the PF usage is still 300MB, out of 1105MB available. I`m guessing this is why my CPU usage is max'd out. I`ve defraged the pagefile partition, moved it from C to D and back again. No change. Can someone help please?
