Asus P5A-B/AMD K6-II 400MHZ

I read in page 10 of the
manual about CPU Slow Down,where it will deactivate
the CPU clock line to decrease CPU utilization to the
speed upon detection of system overheat.The CPU
utilization will restore normal operations when
temperature falls below a safe level.

My problem is,it's not restoring to normal.I have a
house fan blowing on it with the casing off.My
temperature is fine now with no overheating.I am just
stuck now on 200MHZ.I even tried to overclock and see
what would happen,but it just freezed up my pc.

If you would like to see my current settings,they are
here....

Any help on this issue would be greatly appreciated.

That particular board is a big hassle to setup due to the many jumpers that must be set correctly. You should first verify that all jumper settings are correct. Here are the jumper settings for your setup:
VID0=1-2, VID1=2-3, VID2=1-2, VID3=1-2, VIO0=OPEN, VIO1=1-2
FS0=1-2, FS1=1-2, FS2=1-2, FS3=2-3
BF0=2-3, BF1=1-2, BF2=2-3

All jumpers are set correctly.It WAS running at 400MHZ.It than overheated causing my processor to run at half it's speed.Now with temperature back to normal,it is not going back to normal.
