P4 retention problem

I just purchased an Abit IC7-G motherboard and an Intel Celeron 2600. After I installed the processor, I placed the heatsink and fan on top andlocked the Heatsink Supporting Base in place. But everytime I attempt to push down the retaining clips, the Heatsink Supporting Base pops out of the motherboard. What's wrong?
