The P4 "C"s are insanely great overclockers. I've got a P4 2.8C serving as a Media Center system, and I've got it running at 3.9GHz with a heatsink that's just slightly bigger than the stock Intel model. So for your buddy's 3.0, I'd say start at 3.4 to be safe, but it'll most likely handle 3.6+
