P2 700MHz running at 38MHz

I recently bought a second hand Dell with NT 4 istalled on it. I was'nt happy with it's performance (it had been used on a network). I decided to format it and losd windws 98. When I started this it loaded really slowly. Eventually (2 days later) when it was finished windows 98 ran so slowly. I checked it with a dignostic utility and it tells me the CPU is running at 38MHZ (its a P2 700Mhz chip). What's happening Thanks for any help.

It could be a heat related problem, but Intel never made a pentium 2 700. Its a Pentium 3 based on the coppermine core.
It also can be bad ram, or even a bad motherboard

are u sure its a P2 700mhz, im pretty sure that p2 goes up only to 450mhz, never seen any higher.

Excuse my ignorance. It is a Pentium 2 chip but obviously 450Mhz or lower but this still does not solve my problem as to why it is running at around 40MHz according to the dignostic software.

maybe its your cooling problem on the cpu or maybe its your jumper settings on your mobo, thats the only guess i got on why its booting so low.

It is not you laptop exactly, It is the way the software reads the processor, This happens to all of the laptops at my work, when ever we order new ones in we run a Diag. program to make sure we get what we ordered.......all the laptops always say 27Mhz or somthing that close......it has somthing to do with mobile processors.
Summary: Your hard drive uses the PCI bus...you risk data corruption at speeds above 38mhz. The AGP is part of the PCI bus as well...it runs at twice the PCI speed. Default is 66mhz, so your's is now running ...
