Overheating issue(CPU Cool Down)

AMD K6-2 400MHZ on Asus P5A-B

I experienced an overheating problem not too long ago.My mobo was overheating causing my cpu to run at half it's speed(200MHZ).I read in the manual about CPU Cool Down,where it will force the cpu to slow down until temperature is in safe range.I have a house fan blowing on it constantly and I no longer experience overheating.My problem is,it's not returning to normal speed.I'm stuck on 200MHZ.Jumper settings were never changed.I even took a look at them to see if they are correct,and they are all where they should be.I even updated my bios to the latest,but no help.I have only 1 case fan and this is what I think is causing the problem.When I boot up,I have to physically give the fan a nudge to get it started.After that,the fan works fine.Could this fan be causing the problem?

Clean all dust out, get a new fan, try a higher watt power supply unit. try these steps one at a time if it doesnt work move on to the next. its possible that the CPU is locked on 200 due to damage of the chip. As temp incresses the less efficent the chip becomes hence the hotter it becomes making it more inefficent making it more hotter... "more hotter" <--- this pisses off my english teacher. Hope I helped
