The Pentium D 950 65nm Cedar Mill core should not overheat as easily as the 90nm Prescott core.

1. Remove the old thermal pad and apply thin layer of Arctic Silver 5.
2. Clean out any dust bunnies on the CPU heatsink and fan.
3. Make sure all cabbles are wrapped so nothing is blocking the air flow.
4. Have one rear exhaust fan below the power supply and front one intake fan.(optional)
5. Make sure the stock fan spins up when you doing heavy gaming. i.e 4500RPM when the CPU gets really hot...

The last thing I would do is to download "throttlewatch" to see if the CPU throttles under gaming and "speedfan" to change the CPU fan settings in windows...
