Ok guyz,
I know my v-card is not that great(Inno3D Tornado Geforce FX 5500 256mb/128bit AGP4x/8x..currently running at 8x) running at core 270mhz and memory 400mhz. Inspite of that, i want to overclock it to the maximum but in stable condition. it has a stock heatsink with fan. but if i get all the answers here il shift to a branded HSF.
1.) first thing..how much mhz will i add up to my core?(270mhz) 2.)second, how much mhz will i add up to my memory frequency?(400) 3.)I currently using a forceware 77.72 driver 4.)What overclocking tool will i use?

it can't be said, it depends on how stable your PSU, and other stuff. maybe 330-350 Mhz good for core. for your memory speed, check your GFX memory latency. if you can reach 300 mhz, that's good. update to the latest driver. use rivaTuner. if i recall, FX 5500 doesn't make too much heat, so stock HSF is enough.
If you use coolbits, don't use the "detect optimal settings" and do NOT enable "apply these settings at startup" until you use those clock settings for a while (a week or 2) without any crashes and also use some graphics card benchmarks to test stability. Only after you know it is 100% stable should you enable "apply settings on startup". For safety reasons, I only enable my OC settings before I play a game. This is usually safest.
Also, RivaTuner is a good program for overclocking and it has a good number of other options to see a lot of your specs of your card.
