You can usually press Delete at bootup to get into the BIOS setup. Sometimes it is another key, but it should say, just look while it is at the POST screen.

As for the overclocking, I doubt it is possible on such an old system, and if it was, it wouldn't be big enough to get a decent performance boost. My advice, get a new PC!

You might find a jumper on the motherboard which will squeeze another 10MHz or so out of it, but you should not be doing this unless you know what you are doing.

As XPFreak says, it really isn't worth it.
