As long as you gradually step the overclocking settings, and fully test them (benchmark or run game) you should be able to see if the new overclock is working. Usually if the computer hangs at Windows load screen it is overclocked too high. Once you have found the limit, run a game or benchmark and see how hot the CPU gets. If it gets over 140oF you may have problems.

I don't recommend using the stock Intel heatsink for when overclocking. If you do replace the heatsink, the most crucial part is to use a good thermal compound(Artic Silver). This is the goo that ensures good thermal contact with the CPU's core and the heatsink.

Also make sure to clean off all the existing thermal paste, before installing a new heatsink. The best way I have found to do this is to spray some WD-40 onto a paper towel and wipe it all away.
Once this is all complete you should be able to overclock that Celeron to at least 2.6GHz.

I have overclocked a PIII class Celeron 800MHz I overclocked to 1.066GHz. With a standard Intel Heatsink. Granted the case was specialized, and I used a good coat of Artic Silver.

Happy overclocking!

I recently overclocked my 2.4 ghz celeron to 2.9 ghz, using an 8 fan case and 1gb of crucial ballistix pc3200. I tried to get 3ghz but windows froze about 1 minute in.
