CPU/Ram: AMD Duron 950 Mhz /512x2
Product: MSI KM3M-V

I am trying to overclock my AMD Duron 950Mhz in a MSI KM3M-V mobo and I cant figure out how to change the multiplier or core voltage with this mobo.

If the board's BIOS lacks the fundamental overclock options, you are not going to have any choice but to overclock the unwanted way, which is via a third party tool from within Windows.

Look for programs like SpeedFan, CPUFSB, SoftFSB and co.

Chances are, the multiplier is locked on your CPU anyway, so all you can do is work with the FSB. Your board has a jumper to change the FSB from 100, 133, 166MHz, but without CPU voltage adjustment, I highly doubt you're gonna get your Duron to run at 1.26GHz (9.5 x 133MHz). You probably can't lock the PCI/AGP bus either, so if you have the ability to raise the FSB in 1MHz increments, 112MHz is limit before the PCI bus goes too far outta spec. That would put your CPU speed at 1.06GHz (9.5 x 112MHz). If you can't raise the FSB in increments, try one of the software programs mentioned by Sabertooth, but the 112MHz FSB limit still applies....

right now with out vcore adjustment the board wont even post at 133 fsb but do you think if i adjusted the core voltage it would post at 133 fsb.
