Can a AMD Athlon 750 be overclocked to 1.0 GHz Safely? That si the only option in the bios. I have 2 case fans, 1 psu fan, and 1 chip fan and heat sink.

No way, infact it won't even go till 756.
The 750 thunderbird does not overclock well (does not overclock at all).
I have 2 of them so i know.

33% overclock is asking WAY too much from a cpu.

A more realistic 5-10% overclock might be acheived. It depends on the quality of all your components and in your case, I guess you have a cheap motherboard. cheap= no overclocking features in BIOS.

You might be able to overclock with a Windows based program. They sometimes can overclock to all the fequencies that the PLL(clock generator) can do
