There are at least three different types of PIII 866, which one do you have?
They run from 1.65, 1.7 and 1.75 volt default. Having the case open is not a good idea, you may spill coffee or drinks, and worse drop your phone handset onto your board. Besides, it may just reduce your case temp by 3-5 degrees C, as such you may want to install a couple 80 mm case fans.
PIII has a max output of 25-28 Watts, which is low in today standard. Any good HSF will handle your overclocking need.
