Hi. Bought a Lenovo (I know) with an AMD 1.8 3400+ cpu and phoenix bios. There seems to be no provision for altering bus speeds or any Ocing options. Tried various key-combinations while in bios to no avail. Any one have any ideas on OCing a Lenovo 7387A34 with Phoenix bios?

VAR systems nearly always come with a crippled BIOS .... it saves the company a boatload on support costs. Live & learn.
The alternative is to try the software overclock route .... there are tools like CPUFSB, SoftFSB, SpeedFan & a few others out there.

I bought a winbook from microcenter and it came with a crippled bios.
I went exploring on the web and found that the board is actually made by Everex. I then found the bios file and flashed the laptops bios to the everex bios. It worked great and enabled a few more options, not I still was not happy with it in the end.

You need to clarify whether you have a desktop or a notebook. Overclocking notebooks is NOT recommended. The CPU speed constantly changes anyway so there really isn't much point. Plus the cooling is barely adequate as it is...overclocking will raise the CPU temp & could possible cause all sorts of problems.
If it's a desktop, you probably have a something from the 3000 (J series?) or possibly a ThinkCentre. The only way to overclock it would be to try one of the softwares mentioned by Sabertooth. BTW, the AMD 3400+ @ 1.8GHz you listed is a Sempron single core.

Yes, live and learn. I love my wife and she thought she was doing me a wonderful thing.
It is a J style 3000 desktop. I will see if a software method works and get back to the forum. Thanks guys.
