Reply: (edit)Using any kind of temperature monitor program depends on whether your hardware has a temperature probe built in, and your card doesn't have one. If the heatsink is hot, it is probably dissipating the heat off the GPU, it's just not gettng any air movement to cool the heatsink. Cheapest option is to buy a PCI Fan and mount it under your graphics card or try to find an aftermarket fan+heatsink or heatpipe cooler to replace your heatsink.
