Hi All
I have a pc with Sempron 2800+ in it and I use a temp monitor from Cedar Logic to tell me the temp.
I had to replace the PSU recently as it was emmiting a burning smell , although the high cpu temp was happening before that. It was running at 55-60 I have recently also put in two more fans to try and help and now it is running at 51 most of the time although the temp prog showws this as Red??
Is this too high, what is the normal operating temp of hte Sempron?

Imagine if every Thursday your shoes exploded if you tied them the usual way. This happens to us all the time with computers and nobody thinks of complaining.

What exactly is "a temp monitor from Cedar Logic"?
51C is OK for a loaded temp but it's high for an idle temp. Have you checked the temp readings in the BIOS to see if they're comparable? Did you check for dust buildup in the CPU heatsink?

From the AMD Builder's guide:
• When the system is in a tower chassis, there must be clear space in front of the chassis to allow cool airflow in and space behind the chassis for the heated air to flow out.
• Rear fans should exhaust air in the same direction—out the back of the chassis.
• Front intake fans may not be of significant benefit to cooling a tower chassis, and should not be relied upon as the sole fan in a system.http://www.amd.com/us-en/assets/con...
In addition to the above, side panel fans should be avoided because they disrupt the desired front-to-rear airflow.

The Sempron 2800+ should run fairly cool, certainly much cooler than a Pentium D, say. Can you check the CPU temperature in the BIOS ?

The temp monitor is a software program that shows me the temp of the cpu. I have checked the BIOS and it is the same as the program in windows. and there is no dust.
The two fans are at front blowing in and back blowing out as per the guide. there is no side fan.
I have been told that it might be worth taking off the heatsink and replacing the thermal paste, does this sound like the cause?
and the temp is a steady temp it doesn't seem to change??

Actually, the AMD guide suggests that a front intake fan is of little benefit, but if one is installed, it shouldn't be the only fan. I usually install just a single rear exhaust fan & have never had a problem.

If you feel comfortable doing so, it's worth a shot. Make sure to completely remove all traces of the old compound, then all you need is a small dab of paste about the size of a grain of rice. If you have a socket A Sempron, the paste should be spread thinly & evenly over the CPU core...

If you have an A64 based Sempron, all you need to do is place a small dab in the center of the CPU, then install the heatsink. When you lock it down, the paste will spread out...

I prefer silicone based paste over silver based, but people just love that Arctic Silver! My O/C'd A64 3000+ (2.5GHz) idles at about 28C with the stock HSF, Radio Shack paste & a single 120mm rear exhaust fan.
