Why is my fan on such low rpm,s like 1300 when my cpu is as high as 53 celsius

Do you have a automatic speed control on the board like Q-Fan from Asus and it's activated in the bios ???

If you do check if you can lower the threshold temperature of that option which should result in a higher speed fan at that temperature.
With my Athlon64 on an Asus board I set that threshold temperature to the minimal setting of 51°C. If I get room temperature around 30°C in here like jesterday the fan goes up to 6000rpm which instantly drops the temperature below the 51°C which causes the fan ro slow again until I reach that temperature again.

On the other hand 53°C is not that much for that cpu if the temperature is at full speed and not at idle mode. My old Athlon Thunderbird normally work around 60°C at full use and on hot days it failed as soon as it raised to 63°C so I had to clock it down on hot summer days until I finally found a very special way for better cooling by building my own airchannel that blew cool air from the outside directly onto the cpu heatsink. This raised the case temperature by about 5°C but the cpu temperature dropped by about 10°C even in summer!

Just in case:
I had a case fan on the backside at the height of the cpu. Using cardboard and good adhesive tape I build that airchannel to get the air directly to the cpu fan and turned that case fan so it blew cooler air inside that channel instead of blowing the hot air out.
