i have an ASUS A7N8X deluxe mobo with an amd athlon 2800. i have 2 sticks of patriot 512mb pc3200 400mhz, total of 1024mb. my cpu fan/heatsink is Thermaltake: A4002D AMD TMD CPU Fan, Support up To XP3400+ With Fan Speed Control. on idle the cpu temp is bout 44-46 celcius. im not sure if i want it running this high at idle..is was wondering if maybe a better cpu fan nwood do the trick..but i dont want the noise :P.

Your temp really isn't bad...I wouldn't worry about it...what's your temp under load? Download & run TOAST...let it go for a good 20 min & keep an eye on those temps. Post back your results...

if the fan has 3 wirs going to the main board i would try cuting the rpm wire the it will run at top speed all the time and that shoud keep it cool.

Well,I know excatly how you feel. i jsut bought a new CPU heatsink and fan, the VOlcano 9 Smart and silent. What a beast. I was still voer heating, and heres some stuff I learned. #1, your CPU can only be as cool as your case, optimumly, but normally its abotu 10-15 degrees warmer than your case, IF you have good ventilation. #2, a good PSU really helps, especially for ventialtion. Your heatsink, when the air blows across it from the fan, blows air down into your video card, and up into your PSU. My PSU was solid on the bottom, and had poor ventilation in the back. Putting 30-50 bucks into a new PSU is worth the money for the problems you mght encounter further down the road, and for better ventilation and lower temps. #3, keeping your computer in a cool room has benefits: Keeps your computer cooler, and saves on heat energy! My comp puts out so much heat it turns a cold room slightly warmer than I want.
So, What I am saying, is see what type of PSU you have, and if you are getting good ventilation, and make sure that the hot air from the heatsink is not bouncing off the PSU onto the CPU again. Stock PSUs are crappy. And I am running at 45-47 *C now, but anything above 53 is not good, for reference. i have a program that lets me change the speed of my fans. both fans are at 100% but one of my hard drives is at 149F all the time. Is this to high?

i have to fans. one intake and one pushing air out. the intake fan is reading 0 RPM
the other fan is reading 4116 RPM. this is bad isn't it...
