If your cpu fan is 3pin you don't have fan speed control...runs at full speed all the time. In other words, a 3pin fan plugged into a 4pin header.

Or you plugged a 4pin fan into a 3pin header...your motherboard has both 4pin and 3pin headers.

A 4pin fan plugged into a 4pin header should allow fan speed to change with temperature.

Heatsink efficiency is adversly affected when dust clogs up the fins. If this has only just started happening, then I'd suggest you give your machine a good clean out with a can of compressed air.

Even if you have a 4 pin cpu fan plugged into a 4 pin header, you might still have to go into the bios and enable cpu fan control. However, you should also check the cpu temperature in the bios. If the temperatures are too high, the fan may run at high speed anyway.
