Malfunctioning CPU Fan

CPU/Ram: 1.41ghz 512 mb ram
Model/Manufacturer: AMD Athlon

I had a problem with my CPU getting hot and shutting off the computer. i would turn it back on and it would turn off after a few minutes. I replaced the CPu fan becaue it wasnt spinning properly. this helped some, but it would still spin erarically, jumping from 850rpm up to 2800 and back down to 0, etc. i was told this could be a problem with the power supply. i then replaced this, and it is functioning properly, the fan was working correctly for a while, until i reset my computer and now it does not spin more than 800 or so rpm. if i have a new fan and power supply, what do you guys recomend?

Check your BIOS settings...see if there's an adjustment for CPU fan speed.

What CPU and Fan are you using? 800rpm is really low.
