Laptop CPU Overheating?

I have a Toshiba Tecra8000 notebook from a few years back. It's only PII400MHz, but if I leave it running for about an hour, my CPU heats up to 75+ degrees Celsius and the fan doesn't turn on. In fact, the fan only turns on if you use a program that puts the CPU to 95-100% usage, which causes the temperature to hover around 65 degrees C. After an hour or so of use, the computer itself is extremely hot to the touch, esp. underneath.

My question is, is this damn thing overheating? Also, is there a way to force the fan to turn on in Win2000? I tried Fan.exe and Fanon.exe, but neither worked.

If it is stable, do nothing more.

If it is stable, don't worry.
But you can try to use a small program named RAIN to disable processor commands that are not in use.

Try www.voodoofiles.com in the tweaks section.
