is my cpu bad?

Specs: Windows XP, amd athlon 3200/512mb ram
i have an athlon 3200 amd cpu. took out heat sink and cleaned it. when i put it back on and booted up, i got a blank screen, i thought i burned up the cpu. i put a amd 700 duron in that worked, so i tried the 3200 again, i got my start up screen then it went blank again. if the cpu was bad i wouldn't get any start up screen at all right? i tried different jumper settings to no avail, but the duron 700 still works under the right settings.

If the 3200+ was working OK & all you did was clean the heatsink, why would you start changing jumper settings? The only possible thing that could be wrong is the heatsink!

When you reinstalled it, how much paste did you use? or didn't you use any at all? All that's needed is a tiny dab, spread thinly & evenly on the CPU core. Here's how it should be done:

Another possibility is that you installed the heatsink backwards. The bottom of the heatsink has a notch along one edge that is supposed to fit over the step in the CPU socket. If you install it backwards, the heatsink won't make full contact with the CPU, the CPU will overheat & the system will shutdown. Or even worse, the CPU could fry. Here's what I mean:
